Plot Summary:The film begins with the idea that 25 percent of the people in the world who are incarcerated are incarcerated in the U.S. Although the U.S. has just 5% of the world's population. "13th" charts the explosive growth in America's prison population; in 1970, there were about 200,000 prisoners; today, the prison population is more than 2 million. The documentary touches on chattel slavery; D. W. Griffith's film "The Birth of a Nation"; Emmett Till; the civil rights movement; the Civil Rights Act of 1964; Richard M. Nixon; and Ronald Reagan's declaration of the war on drugs and much more.

“影像书写的历史”，追溯种族不平等的文化根源，点出60年代以来一波又一波的执法运动造成的大规模监禁恶果，以监禁人口的族裔失衡比拟奴隶制。后段点出监狱私有化与利益集团立法游说的触目惊心。不完美之处很多，Leo在观影后提示，片子里一笔带过的奥时代因为总人口的减少，美国监狱的绝对人数已经有所下降，现代奴隶制的说法更是宣传话语大于真实定性。大选中胜者最终是“law and order”的一方，而非全篇论证根需却未及举措的改革推行者，即便二者的差别与结果的影响或许不那么相关，依旧值得玩味
细致地阐释了美国近几十年来高监禁率的体系的本质是种族歧视。至少把这一个问题讲得很清楚。
美国人口占全世界人口5%，却有着占全世界25%罪犯，为什么呢？因为十三修正案把所有权变成了债务。怎么办？好在，除了罪犯。于是，罪犯成了新时代的奴隶。美国，以肤色来决定社会分层。本片除了奴隶制转换成犯罪率，这点开头定论让人印象深刻，后续佐证总感觉关联性并不完毕。
